Bulky & Hazardous Waste
Bulky Waste Collection Program is available: APRIL 1st to NOVEMBER 30th each year.
The Department of Public Work’s bulky waste item collection program provides a convenient way to dispose of many items. Everyone who lives in a home, apartment building or condominium that receives weekly service from Portland’s trash and recycling crews is eligible to participate. Items that weigh 30 lbs. or less and do not fit in a city trash bag, will be collected free of charge (limit 10 items per dwelling unit per year) while items that weigh more than 30 lbs. will be collected subject to a $40 fee per item. The Tag-It! process for Bulky Waste changed as of APRIL 2018 to this online permit application and a tag is not required.
HOW TO APPLY for a BULKY ITEM COLLECTION Permit --
- Have to create a log in on the Citizen Self Service portal.
- Log into your account on the Citizen Self Service portal.
- Click the "APPLY" tab
- Public Works: Solid Waste-Bulky Item Permit
- Follow the permit steps, enter all required information, upload photos if you can.
- If requesting collection of large items (over 30lbs), you will be invoiced via email. Payment must be made before a collection date will be assigned.
- You will receive an email confirmation that includes a set-out date for collection.
- *** DO NOT put items out before receiving this confirmation email because the items will not be picked up.***

LARGE BULKY ITEMS $40 FEE PER ITEM
LARGE BULKY ITEMS are subject to a $40.00 disposal fee per item for curbside collection. Qualified large items include items weighing over 30 pounds and must be approved prior to collection.
1. Be one single item (bound together if broken)
2. Be wrapped in plastic prior to placing curbside if ANY type of infestation is suspected due to health risks.
Hazardous Household Waste (air conditioners, dehumidifiers, refrigerator, freezer) Electronic Waste, Universal Waste, household garbage, yard waste and remodeling etc. is NOT included

2. Be wrapped in plastic prior to placing curbside if ANY type of infestation is suspected due to health risks.

Small Bulky Waste
SMALL BULKY ITEMS 10 Free per fiscal year (July 1 - June 30)
Use the Citizen Self Service portal to apply for a small bulky item permit.
SMALL BULKY ITEMS that qualify for FREE curbside collection must be:
- Too large to fit in a City of Portland 30 gallon trash bag
- Weigh less than 30 pounds
- Item can be safely lifted and carried curbside by one individual
